This guidance on implementing Section 2402(a) of the Affordable Care Act (ACA) for person-centered planning and self-direction in home and community-based services (HCBS) programs was issued by the Secretary of Health and Human Services (HHS) on June 6, 2014. The guidance aims to help states, agencies, and other stakeholders develop systems and services that support self-direction and maximize independence for people who receive long-term supports and services (LTSS).
